The Kano State Contributory Healthcare Management Agency (KSCHMA), in collaboration with the National Health Insurance Authority (NHIA), has convened a high-level strategic engagement aimed at accelerating the enrolment of one million vulnerable residents under the Basic Healthcare Provision Fund (BHCPF) initiative in Kano State.
The engagement brought together senior technical officials and programme stakeholders to critically review the operational framework, beneficiary targeting methodology, data harmonization processes, and phased implementation roadmap for the large-scale enrolment drive. The initiative is strategically positioned to strengthen financial risk protection mechanisms and expand access to essential healthcare services for indigent and underserved populations across the State.
The meeting was chaired by the Executive Secretary of KSCHMA, Dr. Rahila Aliyu Muktar, who was represented by Dr. Jamila Mustapha. Delivering the keynote remarks, Dr. Jamila emphasized that the enrolment of one million vulnerable residents represents a transformative milestone in Kano State’s journey toward Universal Health Coverage (UHC). She reaffirmed the Agency’s commitment to transparency, accountability, and data integrity, noting that the exercise aligns with the broader healthcare reform agenda of the present administration.
The NHIA delegation was led by the State Coordinator, Adamu Abdullahi, who reiterated the Authority’s readiness to provide regulatory guidance, technical oversight, and institutional support to ensure full compliance with national standards. He underscored the importance of sustained federal–state collaboration in driving healthcare financing reforms and achieving measurable health outcomes.
As immediate next steps, both institutions agreed to finalize beneficiary validation using the National Social Register (NSR), deploy harmonized digital enrolment tools, conduct targeted refresher training for field Registration Officers, and operationalize a joint monitoring and evaluation framework. A coordinated statewide community sensitization campaign will also be launched to deepen public awareness, enhance transparency, and encourage eligible residents to participate actively in the enrolment process.
The strengthened partnership between KSCHMA and NHIA signals a unified and results-driven approach toward enrolling one million vulnerable residents, reducing catastrophic health expenditure, and reinforcing primary healthcare delivery systems across Kano State.
