The Authority hosted a Stakeholders’ Consultation on the draft Midstream and Downstream Petroleum Prevention of Anti-Competitive Practices and Behaviour Regulations, 2026, developed pursuant to Section 216 of the PIA 2021.
Opening the session, the Authority Chief Executive, Mallam Rabiu A Umar, stressed the need for effective regulation that provides certainty, promotes investment and protects the integrity of the petroleum market. He urged stakeholders to contribute their practical experience to strengthen the draft.
Presenting the framework, the Authority Secretary/ Legal Adviser Dr. Joseph Tolorunse highlighted key provisions including open infrastructure access, prohibition of cartels and collusion, pricing transparency, prevention of abuse of dominance, scrutiny of contracts and mergers, and regulation of digital markets and AI pricing.
The draft also provides for coordination with the FCCPC and empowers the NMDPRA to monitor markets, investigate violations and enforce corrective measures.
The Authority urged industry participants to review their pricing models, infrastructure access arrangements, affiliate transactions and governance structures as consultations continue.
